Theme: Strengthening Accountability and Transparency in Governance
Honorable Minister of Finance, Chairman of the Civil Service Commission, Auditor General, distinguished delegates from the World Bank Group, esteemed government officials, project coordinators, project unit members, staff, and distinguished guests,
It is an honor to stand before you today as we discuss a project that is crucial for Somalian's governance and economic progress—the Somali Enhancing Public Resource Management (SERP) Project.
This initiative, supported by the World Bank Group, is a significant step toward strengthening accountability, transparency, and efficiency in the management of public resources.
At the Good Governance Commission (GGC), we firmly believe that effective public resource management is not just a technical requirement—it is a fundamental pillar of good governance, economic stability, and public trust. Without transparency in resource allocation, service delivery suffers, trust in institutions declines, and development is hindered.
This project is of great importance to Somaliland because it represents a strategic investment in our future. It directly contributes to our national vision of efficient governance, sustainable economic growth, and improved public service delivery.
I am confident that through this project, Somaliland will benefit in the following key ways:
1. Improved Financial Transparency
Strengthening public financial management systems to ensure that government revenues and expenditures are tracked accurately.
Enhancing reporting mechanisms for better accountability.
2. Efficient Budgeting and Resource Allocation
Enhancing government capacity to allocate resources based on national priorities.
Ensuring that development projects receive the necessary funding without delays or mismanagement.
3. Strengthening Institutional Oversight
Providing government agencies with the tools and training needed to improve accountability mechanisms.
Supporting institutions like the GGC in their efforts to enhance investigations and monitoring of public resources.
4. Enhancing Public Service Delivery
Ensuring that public funds are used effectively to improve healthcare, education, infrastructure, and other essential services.
Strengthening local governance structures to bring decision-making closer to the people.
The Role of the Good Governance Commission (GGC) as a Beneficiary
As a key beneficiary of this project, the GGC will gain access to enhanced tools, resources, and institutional support to fulfill its mandate. Through the SERP Project, we will:
Strengthen Investigations and Monitoring: Develop stronger legal frameworks and enforcement mechanisms to ensure the proper use of public resources.
Enhance Oversight and Reporting: Implement advanced investigation and reporting systems to track public funds and hold officials accountable.
Improve Public Engagement and Awareness: Educate citizens about their role in ensuring transparency and holding their leaders accountable.
I would like to call for doing collective action to achieve For Somaliland to achieve sustainable growth and prosperity, we must prioritize transparency, accountability, and responsible governance. The Enhancing Public Resource Management (SERP) Project is not just about improving systems—it is about building trust between the government and the people.
I call upon all stakeholders—government institutions, project coordinators, and all relevant units—to work together to ensure the successful implementation of this project. With commitment and cooperation, we can create a governance system that is accountable, transparent, and responsive to the needs of the people.
